GENERAL

1. What is AWS Turkey Pazarlama, Teknoloji ve Danışmanlık Hizmetleri Limited Şirketi (AWS Turkey)?
On January 1, 2024, AWS Turkey Pazarlama, Teknoloji ve Danışmanlık Hizmetleri Limited Şirketi (AWS Turkey) replaces Amazon Web Services, EMEA SARL (AWS Europe) as a reseller of AWS cloud services for accounts located in Türkiye. AWS Turkey will apply VAT and issue invoices in local currency Turkish Lira (TRY) for services it sells. AWS Marketplace and some communications-related services will continue to be sold and invoiced by AWS, Inc.


2. What is a seller of record (SoR) and why is it important?
For more information about SoR, see documentation page.


3. Which AWS accounts are impacted by the AWS Turkey launch?
AWS Turkey will issue invoices for accounts located inside Türkiye and payment must be remitted to AWS Turkey in Turkish Lira (TRY). Payer accounts with linked accounts in Türkiye will receive invoices from AWS Turkey, regardless of the payer account location.

Customers can turn on Tax Inheritance in the Billing Console Tax Settings page to share the payer account's tax registration information with ALL linked accounts in the same family. Payer accounts with a valid tax registration using the Tax Inheritance feature will have the location for ALL linked accounts determined by the payer account. If any member account must belong to a different jurisdiction, the Tax Inheritance feature should NOT be used. More information on turning on Tax Inheritance can be found here.

Each SoR will have its own remittance instructions on the invoice or request for payment it issues. Payment must be remitted in the currency displayed on the invoice to the applicable seller.


4. How does AWS determine the tax address and country for AWS accounts?

At the moment of invoicing, AWS determines each account’s country. The country determines the account’s AWS seller of record and applicable taxes. Each account’s tax address on the Tax Settings page displays the account’s country. From January 1, 2024, AWS Turkey will  be the contracting party for all customer accounts (regular, payer, or linked) located within Türkiye as determined in this basic hierarchical order:

1. Use the tax registration address if the customer has a valid tax registration.
2. Use the billing address if it's in the same country as the contact address.
3. Use the billing address if it's in the same country as the default credit card on file.
4. Use the contact address if it's in the same country as the default credit card on file.
5. Use the billing address if the customer has one.
6. Use the contact address.

5. How do I update my tax address?
To update your tax address, check that your tax information is correct on the Tax Settings page for all your accounts. If applicable, use payer account Tax Inheritance to apply payer information to linked accounts. Learn more about turning on Tax Inheritance. All Customers should check that your contact and billing addresses are up to date for all your accounts in Account Settings and Payment Methods.


6. What customer email address is used for invoice delivery?
Pay-by-Invoice (net-terms) customers have invoices sent to the invoice contact email address located on the Payment Methods page. Customers who do not have an invoice contact email address (credit card customers) have invoices delivered to the alternate billing email address. If the billing email address is not available, invoices are delivered to the account root user email address. Both the account root user and alternate billing email addresses are located in the Account Settings page.


7. When will I receive my first AWS Turkey invoice?

From January 1, 2024, all out-of-cycle bills for one-time purchases like Reserved Instances, Domain Names, or Savings Plans will be invoiced by AWS Turkey at the time of purchase. Regular monthly usage of other services used after the launch date will be invoiced by AWS Turkey on the third day of the following month. AWS Turkey becomes the reseller of AWS Cloud services and invoice issuer for services rendered to AWS accounts located in Türkiye.


8. What happens when a payer account is located outside Türkiye and a linked account is inside Türkiye?

From January 1, 2024, each payer account located outside Türkiye receives invoices from AWS Turkey for all associated linked accounts located in Türkiye. All out-of-cycle bills for one-time purchases like Reserved Instances, Domain Names, or Savings Plans for linked accounts will be invoiced by AWS Turkey at the time of purchase. Each payer account will receive a single monthly anniversary invoice from AWS Turkey for all associated linked accounts located in Türkiye.


9. Why is AWS launching a seller of record (SoR) in Türkiye?
We are launching AWS Turkey so that customers based in Türkiye can purchase AWS services from a local business entity. Customers can also pay in Turkish Lira (TRY) using Visa, Mastercard, American Express and local bank transfer methods. A local SoR will simplify and support the growing adoption of cloud computing across the region.


10. What language will be supported for invoices?
AWS Turkey will provide invoices in Turkish and English.


11. What will change when my AWS contracting party changes to AWS Turkey?

The AWS Customer Agreement and all other agreements governing the use of AWS services will be updated to replace AWS Europe with AWS Turkey. AWS Turkey will be the AWS contracting party for accounts located in Türkiye. Your continued use of AWS services after January 1, 2024 constitutes acceptance of the new agreement with AWS Turkey.

No payment currency preference may be set for any account based in Türkiye after January 1, 2024. AWS Turkey invoices will be issued in Turkish Lira (TRY) and will only accept TRY as payment currency. Pay by invoice (net terms) customers can pay to a local bank using wire transfer for AWS services. All AWS services will continue to be available throughout this transition. Your content, configurations, access rights, and security settings will remain the same.


12. Will there be any changes to the AWS Billing Console?

The Billing Console dashboard and Bills will be displayed in Turkish Lira (TRY). Products in Cost Management, such as AWS Cost Explorer, Budgets, AWS Cost and Usage Report will continue to be displayed in USD.


13. How can I get bank letters for updating remittance instructions?
See remittance details for remittance instructions. If further documentation is required, open a support case and our AWS Support team will be happy to help.


14. How will AWS manage stamp tax?
Stamp Tax will be assigned to contracts with monetary value and signed with wet signature in AWS Turkey.


15. How can customers prepare for the AWS Turkey launch?

Check that contact and billing addresses are up to date for all your accounts in the Account Settings and Payment Methods console pages. All customers should check that their tax information is correct on the Tax Settings page for all accounts. If applicable, use payer account Tax Inheritance to apply payer information to linked accounts.

16. Will access to AWS services change when a customer moves to AWS Turkey? Will there be any service down time?
No, there will be no change in the services, and you can continue using the same services you use today. Your account number, content, configurations, access rights, and security settings will remain the same.


17. What happens to AWS Marketplace services after AWS Turkey launch?

No changes are being made to the products and services available for purchase through the AWS Marketplace. AWS, Inc. will continue to invoice these offerings in USD by default. Alternatively, you have the option to use the following preferred currencies: AUD, DKK, HKD, JPY, ZAR, NZD, GBP, SEK, SGD, CAD, USD, EUR, CHF.  Please be aware that TRY is not supported as a currency for Marketplace purchases.


18. What happens with existing Reserved Instance and Savings Plans after AWS Turkey launch?

Existing balances related to purchases of Reserved Instances and Savings Plans will not be moved to AWS Turkey. All prepaid Reserved Instances or Savings Plan balances may only be used for services purchased by AWS Europe. New Reserved Instances and Savings Plans yet to be invoiced, will be invoiced by AWS Turkey after January 1, 2024.


19. What happens to customer engagement and communications-related services (Chime/Connect/SNS) after AWS Turkey launch?

Communications-related services (Amazon Pinpoint, Amazon SNS, AWS Elemental MediaConnect, AWS Ground Station, Amazon Connect Telephony) and Amazon Chime features (Business Calling, Dial In, and Call Me) will continue to be invoiced by AWS, Inc. These offerings will continue to be invoiced in the preferred currency selected on the Payment Methods page before before January 1, 2024.
Customers must maintain systems and processes to pay invoices from AWS, Inc. for communications-related purchases. If customers also receive an invoice from AWS Turkey for cloud service purchases made during the same billing period, they must make two payments: one to AWS, Inc. for your communications-related purchases and one to AWS Turkey for cloud services.


20. What happens to AWS Training and AWS Professional Services?
Customers who purchase ProServe and Training services will be invoiced by AWS Turkey, however, remittance details will change. Türkiye customers (each regular or payer account) that purchase cloud and Proserve/Training services will receive two invoices from AWS Turkey; one for Proserve/Training services and one for cloud services.


21. How will AWS Enterprise Support be impacted by AWS Turkey launch?
Similar to other AWS services, AWS Enterprise Support is priced in USD and will be invoiced by AWS Turkey in Turkish Lira (TRY) only.


22. How can I request features or recommend changes to the invoicing experience?

AWS is always interested in receiving customer feedback that is or is not related to the AWS Turkey launch.

BILLING/PAYMENT


1. What invoicing documents should customers expect from AWS Turkey after January 1, 2024?
Customers transacting with AWS Turkey will receive e-invoice and supplemental document per TRN.

2. Will there be separate tax invoices issued by AWS Turkey?
Customers can expect to receive two invoice artifacts, tax invoice in PDF format and supporting invoice PDF which will be available on the billing console and email.

3. What is the invoicing experience for Customers transacting with AWS Turkey?

1. Each payer account located outside Türkiye will receive invoices from AWS Turkey for all associated linked accounts located in Türkiye.
2. All out-of-cycle bills for one-time purchases like Reserved Instances, Domain Names, or Savings Plans for linked accounts will be invoiced by AWS Turkey at the time of purchase.
3. Each regular or payer account will receive a single monthly anniversary invoice from AWS Turkey for services provided by AWS Turkey.
4. Customers who purchase AWS Professional Services (“ProServe”) and training will be invoiced by AWS Turkey.
5. AWS Marketplace will continue to be invoiced by AWS, Inc.
6. Communications-related services such as PinPoint, SES, SNS, Workdocs will be invoiced by AWS Turkey

4. What payment currencies are supported by the AWS Turkey?
AWS Turkey will only accept Turkish Lira (TRY) for payment. All invoices will be issued in TRY.

5. What payment methods are supported by AWS Turkey?
AWS Turkey will support Pay-by-Invoice (net-terms) and credit card (net-zero). SEPA, and Advance pay will not be offered to Turkish customers because of currency constraints

1. Credit card customers should use Visa, Mastercard and American Express as the default card type in the Payment Methods page to avoid service interruption. Multi Factor Authentication (MFA) will be required when customer adds/edits their credit card.
2. Visa and Mastercard cobranded debit cards are also permitted.
3. Customers using Turkish debit cards will be required to complete Multi Factor Authentication (MFA) for each transaction by their issuers depending on the invoice amount. Pay by invoice (net terms) customers can pay using wire transfer to a local bank.
4. Customers should prepare to use new remittance information for invoices issued by AWS Turkey. Therefore, Customers with a vendor management system should add AWS Turkey as a new vendor using the bank remittance information below. For additional documentation, please raise a ticket to Customer Support.

7. My invoice or AWS seller is incorrect. How do I get updated documents?
AWS determines the country, seller, and taxes for each account at the moment of invoicing. You can check the tax addresses on the Tax Settings page for your account. If you corrected the tax address and corresponding AWS seller, contact AWS Support to credit and re-issue your affected invoices.

8. Will the experience change for AWS Cost Explorer after the AWS Turkey launch?
The Billing Console dashboard and Bills page will be displayed in Turkish Lira (TRY). Other products in Cost Management, such as AWS Cost Explorer, Budgets, AWS Cost and Usage Report, will only be displayed in US dollars (USD).

9. What happens with my preferred currency settings after January 1, 2024?
The default payment currency for AWS Turkey invoices is Turkish Lira (TRY). No other payment currency may be used or selected for any account based in Türkiye.

10. What will happen with credit memos issued in AWS Europe after AWS Turkey launch? Is it possible to regenerate the credit memo to be used in AWS Turkey?
The credit and rebill process is done using the original seller of record (SoR). If the original invoice was issued by AWS Europe, the credit memo and the replacement invoice will be issued by AWS Europe, regardless of when the new SoR is launched.

11. How will purchase orders (POs) be affected after the AWS Turkey SoR launch?
Customers who use purchase orders should add separate POs for AWS Turkey purchases. Customers can access the purchase orders feature on Billing Console to update PO information. Refer to managing your purchase orders in the AWS Billing and Cost Management User Guide.

12. What happens with subscription (one-time purchases) vs anniversary (regular monthly) invoices immediately after the AWS Turkey launch on the first day of the month?
After January 1, 2024, AWS Turkey becomes the seller of AWS Cloud services and invoice issuer for services rendered to AWS accounts located in Türkiye. As of January 1, 2024, all bills for one-time purchases like Reserved Instances, Domain Names, or Savings Plans will be invoiced (subscription) by AWS Turkey at the time of purchase. Regular monthly usage of other services used after this date will be invoiced (anniversary) by AWS Turkey on the third day of the following month.

13. Do customers need to sign a new agreement with AWS Turkey?
Your continued use of AWS services after the launch constitutes acceptance of the new agreement with AWS Turkey. You will not need to re-sign any existing agreements.

14. Where can the payment remittance details be found?
For pay-by-invoice customers, bank transfer details can be found after the summary section of the standard issue invoice and the enterprise customer request for payment.

15. How does AWS price its services?
AWS prices its services in US dollars (USD) and converts to the invoice currency based on foreign exchange (FX) rates determined when the invoice is generated.

16. How are foreign exchange (FX) currency conversion rates determined for the pricing (USD) to invoice currency?
As stated in the AWS Service Terms, AWS Turkey uses the exchange rate from a third-party financial market rate provider determined at the time the invoice is generated. The actual rate provider selected by AWS for each invoice cycle is not published.

17. How will credits be applied by AWS Turkey?
Any promotional credits or discounts will be applied against the charges in US dollars (USD) before tax application and conversion to the invoice currency, Turkish Lira (TRY).

18. Will AWS Turkey accept payment in USD?
AWS Turkey will only accept payment in Turkish Lira (TRY)

19. How will AWS issue invoices to customers that are not registered for e-invoice?
AWS will issue e-invoices for all customers registered for e-invoicing, and e-archive invoices for all non-registered customers. Customers are responsible for providing their TCKN/VKN, Tax Office and e-invoice registration status on the Tax Settings page.

20. How do I request a refund after January 1, 2024?
For all refunds, reach out to Customer Support.

21. How can customers with an AWS Organization (consolidated billing family) check that all accounts have the correct address and associated AWS seller entity?
Payer account owners can review the tax address and AWS seller of record associated with each account by visiting the Tax Settings page in the AWS Billing Dashboard. If you are the owner of a payer account for an AWS Organization, you can edit the tax settings for all member (linked) accounts based in Türkiye. The far-right column will show each account’s seller entity (for example, AWS Inc., AWS Europe). If all accounts in your AWS Organization share the same tax registration information, consider turning on tax settings inheritance to make sure that this information is applied even when accounts join or leave your AWS Organization. If any member accounts must belong to a different jurisdiction, the Tax Inheritance feature should NOT be used.
 

TAX

1. Will AWS Turkey use the tax address on the Tax Settings page to determine the location of my account?
If a valid tax registration number (TCKN, VKN) was provided, the tax address is determined by the Tax Settings page. If customers do not have a TRN, did not provide a valid TRN, or AWS does not collect TRN information in a particular country, AWS does not use tax settings to determine the country. In cases where TRN information is not available, AWS uses the billing and contact address to determine the country. Learn more about how AWS determines the location of your account. In Türkiye, all AWS customers in Türkiye should provide TRN information on the Tax Settings page


2. Will there be any change in tax treatment for customers in AWS Turkey after January 1, 2024?
Customers will continue to pay Value Added Tax (VAT) at the prevailing rate for accounts located in Türkiye. AWS Turkey invoices will contain VAT for all services that it sells. All customers are required to pay VAT that is applied to an invoice.


3. What tax registration numbers (TRNs) and formats does AWS Turkey accept?
The Tax Settings page will collect 10-digit TRNs “VKNs” or 11-digit National Citizens IDs also known as the “TCKNs” from customers. The Tax Settings page allows business customers to update VKNs or TCKNs while individual customers can update TCKNs.


4. How is tax calculated if the tax, account, or billing address is changed mid-month?
AWS uses the latest billing information that you provided to calculate applicable taxes at the time an invoice is generated. One-time purchases like Reserved Instances, Domain Names, or Savings Plans will be invoiced at the time of purchase. Your regular monthly usage of other services will be invoiced around the third day of the month following usage based on your tax address reflected at that point.


5. How will AWS manage KDV TEVKIFAT?

AWS requires you to confirm on Tax Settings page whether KDV TEVKIFAT applies to you. If you fall under the categories determined in the law, including, but not limited to circulating capital organizations; professional organizations in the form of public institutions; banks, insurance and reinsurance companies; pension companies, pension and aid funds; and, development agencies. Please ensure that this information is provided on your Tax Settings page. It is important for AWS to apply the KDV TEVKIFAT to your charges. If you have additional questions open a support case and our Customer Support team will be happy to help.


6. How does Tax Inheritance impact which accounts are billed by AWS Turkey?

Customers can turn on Tax Inheritance in the Billing Console Tax Settings to share the payer account's tax registration information with ALL the linked accounts in the same family. Payer accounts with a valid tax registration using the Tax Inheritance feature will have the location for ALL linked accounts determined by the payer account. The payer account for an AWS Organization can edit the Tax Settings for all member (linked) accounts based in Türkiye or any other country. If ALL accounts in your AWS Organization share the same tax registration information, consider turning on Tax Settings Inheritance. If any member accounts must belong to a different jurisdiction, the Tax Inheritance feature should NOT be used. More information on turning on Tax Inheritance can be found here.


7. Will my tax experience change after AWS Turkey bills me?

Customers are expected to provide incremental tax information on the Tax settings page, and indicate their category as either, individual, business, or government.


8. Who should update the Tax Settings page and how should it be updated?
Customers with AWS accounts located in Türkiye need to update the Tax Settings page. The Tax Settings page allows individual, business and Public Institution (Kamu idaresi) customers who are located in Türkiye and purchase AWS services to update their TCKN or VKN number (collectively described as Tax Registration Number "TRN"), legal name, legal address and, where applicable, the tax office information. The information required may differ depending on the status of the customer. For this reason, each AWS account needs to be flagged as Business (corporation or individual business), Individual (private individual) or Public Institution.


9. As a Public Institution (Kamu idaresi) customer, what information do I need to update my tax page?
You are considered a Public Institution (Kamu idaresi) customer if you are an administration, institution and organization listed in the annexes of the law No. 5018. For customers in this category, we expect that the threshold TRY 2000 (tax included) will be exceeded, then, KDV TEVKIFAT will apply. On the tax Settings page, you are required to provide VKN, Tax office, Individual full name, Address line 1, City district, City, Zipcode. The following information is optional, Secondary tax id, KEP email id, Address line 2, State/province.


10. As a business customer, what are the requirements to update my tax settings page?

Turkish customers who identify themselves as B2B must provide their Business legal name, business legal address, 10-digit Tax Registration Number (VKN) or 11-digit National Citizens ID (TCKN), tax office location and the required tax information along with the payment/card information.


11. As a tax-exempt customer, would AWS charge me taxes after January 1, 2024?

On the Tax Settings page, Customers can indicate that they are tax exempt, ticket will be automatically raised to Customer Support which you can also track for feedback. There is a validation process which involves providing supporting documents based on your unique use case. Tax exempt requests are reviewed and approved on a case-by-case basis.


12. How will AWS use the invoicing data that I provide?

Apart from using the data to generate bills, AWS will be sending invoice data to the Turkish Revenue Authorities (TRA) as part of entity launch. View our privacy notice. We employ other companies and individuals to perform functions on our behalf. Examples include: delivering AWS hardware, sending communications, processing payments, assessing credit and compliance risks, analyzing data, providing marketing and sales assistance (including advertising and event management), conducting customer relationship management, and providing training. These third-party service providers have access to personal information needed to perform their functions, but may not use it for other purposes. Further, they must process that information in accordance with this Privacy Notice and as permitted by applicable data protection law.
 

PARTNER/ RESELLER


1. How are resellers of AWS services (Solution Provider Partner or Amazon Partner Network) impacted by AWS Turkey?
Resellers are required to update their tax settings page, indicating that they are registered for e-invoice. If you use a vendor management system, you may need to set up AWS Turkey as a vendor. To determine if the AWS Turkey launch impacts your accounts, contact your Partner Development Manager (PDM). You can find your PDM’s contact details by logging in to APN Partner Central.


2. What should a Türkiye reseller of AWS services do to make sure they are taxed appropriately?
Resellers must go to the AWS Tax Settings page to fill out the following tax information: TCKN/VKN, Tax office, Are you subject to KDV TEVKİFAT if yes, fill industries data, KEP email id (optional), Individual full name, Address line 1 , Address line 2 (optional), City district , City, State/province (optional) and Zipcode.


3. How are validated reseller tax exempt services identified on an invoice from AWS Turkey?
Taxable and exempt transactions will be contained on the same invoice. Validated B2B exempt customers will be issued an invoice that contains the customer VAT number and the total amount of Withheld tax.


4. How does AWS Turkey affect resellers with payer accounts located outside Türkiye with linked accounts inside Türkiye?
Resellers that have payer accounts located outside Türkiye with linked accounts inside Türkiye will receive the same tax treatment as non-Reseller accounts. Specifically, VAT will be assessed on all transactions that are taxable in Türkiye.


5. How does the AWS Turkey launch impact a partner funding request?
From January 1, 2024, AWS Turkey will be the contracting party for all funding requests made by partners located in Türkiye. The remittance address entered by the partner on the funding request will determine the partner location and AWS contracting party. Partners located in Türkiye will need to register at Amazon Payee Central before they can submit a new funding request. The AWS contracting party will raise the purchase order (PO) and partners will submit their invoice according to the PO details. For partners with a remittance address outside Türkiye, AWS Turkey will not be the contracting party.


6. How does the AWS Turkey launch affect funding requests submitted before January 1, 2024 but have not been funded yet?

Any funding request submitted before AWS Turkey launch will be paid by the original contracting party that issued the associated purchase order (PO).


7. How does AWS Turkey affect resellers with payer accounts located outside Türkiye with linked accounts inside Türkiye?

Resellers are required to update their tax settings at the linked account level to reflect the payer account’s Tax ID.
